VALE Manufacturing Malaysia Sdn. Bhd. has appointed Chemsain Konsultant Sdn Bhd to carry out a Detailed Environmental Impact Assessment (DEIA) for the Proposed Malaysia Iron Ore Project, Teluk Rubiah, Perak.
The concept of this project is to create an iron ore distribution hub for iron ore from mines in Brazil to users in Asia. By strategically placing the project along one of the world’s important shipping routes, the Straits of Malacca, it is expected that the project will play an important role in assisting to meet the regional demand for quality iron ore. This project will consist of two main processes, which are to blend the iron ore and to pelletize the iron ore. The importation of iron ore, raw materials/pellet plant consumables, and exportation of blended iron ore and pellet products will be handled via a designated jetty with port facilities.
The proposed project is a Prescribed Activity under the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987, where a DEIA is to be carried out.
Item 8(e) Industry – Iron and Steel (Require iron ore as raw materials for production greater than 100 tonnes / day)
In compliance with the above requirement potential impacts from the project activities during the construction and operational stages to the surrounding natural and social environment were assessed. Various mitigation measures have been prescribed for potential impacts that are deemed to be of concern. Perceived residue impacts are associated with air quality, marine water quality and safety risk. It is suggested that while residual impacts will remain, the impacts will be within Malaysian planning and environmental standards and regulations. In order to ensure that the measures implemented are effective at all times and residue impacts remain insignificant, an Environmental Management Plan with associated environmental monitoring and auditing as well as Emergency Response Plan are recommended to the project proponent. The assessment has also indicated that the benefits of the proposed project can be considerable, with the minimisation of the adverse impacts through the proper implementation and maintenance of prescribed mitigation measures.
