1Malaysia Development Bhd. – Mitsui & Co., Ltd. Consortium has appointed Chemsain Konsultant Sdn Bhd to carry out a DEIA study for the Proposed 2 x 1000 MW Supercritical Coal-fired Power Plant at Mukim Jimah, Daerah Port Dickson, Negeri Sembilan and Proposed 500 kV Transmission Line from the Proposed Power Plant to the PMU Olak Lempit in Selangor. The DEIA was prepared to comply with the Malaysian environmental legislation and requirements as well as to meet Equator Principles, IFC and JBIC Protocols.
 
This proposed Power Plant is deemed to play an important role in assisting to meet the national demand for electricity. The availability of land next to the existing JEV Power Plant and gazetted for power plant development as well as the strategic proximity to the nearest injection point, are considered to be the forefront factors for the proposed Power Plant to meet the national requirement for electricity timely and sustainably.
 
Various aspects were considered in the process of identifying the potential impacts from the project activities during the construction and operational stages. These include hydraulic changes, air pollution and health, water pollution, noise, ecology, socio economic, waste management and safety risk. Environmental baseline was established, verification of surrounding land uses was conducted and various stakeholders’ consultations were initiated as part of the EIA scopes. Impact assessment was conducted to determine the magnitude of impact to the surrounding natural and social environment. Outline of an Environmental Management Plan with associated environmental monitoring programme as well as Emergency Response Plan are recommended to the Proponent.
